Every time a customer uses a credit card, a portion of that transaction goes toward swipe fees. These are an increasingly significant cost for independent businesses operating on tight margins. Visa and Mastercard control roughly 85% of the U.S. credit card network market, leaving local businesses with limited ability to negotiate or choose how transactions are processed. Join LIBA for a conversation about how the credit card payment system works, what these fees mean for our members, and what policymakers can do to bring greater competition to the marketplace.
We'll begin with an introduction from Dan Swanson, consultant to the Merchants Payments Coalition (joining us via Zoom), who will explain the issue and highlight the Credit Card Competition Act (CCCA), bipartisan legislation designed to increase competition by requiring the nation's largest credit card-issuing banks to offer at least two payment networks, including one outside the Visa-Mastercard duopoly. The legislation has attracted support from lawmakers across party lines and from President Trump, and it was reintroduced in 2026 with support from both Democratic and Republican members of Congress.
Following the presentation, we'll hear in-person from local elected officials (more info soon) about the role states can play in promoting competition, protecting small businesses, and advocating for federal action, followed by an audience Q&A. This is an opportunity for independent business owners to better understand one of the hidden costs of doing business, and for Kentucky policymakers to hear directly from our members, who feel the impact of swipe fees every day.
